Keller, DiSanto: Transfer of Juveniles ‘Jeopardizing All Citizens of Perry Co.’

HARRISBURG – Rep. Mark Keller (R-Perry/Cumberland) and Sen. John DiSanto (R-Dauphin/Perry) sent a letter today to Gov. Tom Wolf and Pennsylvania Judicial Center’s Court Administrator Geoff Moulton to stop the transfer of adjudicated delinquent juveniles to Perry County.

The full text of the letter states:

“Dear Governor Wolf and Mr. Moulton:

On behalf of Senator DiSanto and myself, we are writing this letter regarding the Loysville Youth Development Center (LYDC), which is located in our respective districts.

It has been brought to our attention that juveniles will soon be transported from the Philadelphia area to the LYDC. With the shutdown of the Commonwealth, it seems incomprehensible that youth from the area known to be a COVID-19 'hotbed’ such as Philadelphia would be moved to an area in Perry County where there is only one case of the virus being reported.

Loysville Youth Development Center is a state facility operated by the Bureau of Juvenile Justice Services (BJJS); they do not have the right of refusal when accepting youth into its facility. It is our understanding from concerned employees that the screening process consists only of a few questions and a temperature reading. This protocol seems severely inadequate during a worldwide pandemic.

No one, especially children, should be transported to a new area during a mandated Stay-at-Home Order. This highly irresponsible decision by BJJS will be putting these children at great risk, in addition to jeopardizing all citizens of Perry County.

We implore you to assert your respective authority and stop the transfer of juveniles in accordance with the Stay-at-Home Order of the administration.”
